With an 18 min running clock  partner one completes 21-15-9 in 0:00-3:00, then rests. 3:00-6:00 partner 2 works the next 3min, etc. If any athlete fails to complete 21-15-9 in their 3min window reps reduced 15-12-9 so they can complete in their 3 min.
