Reps should be shared between partners as needed.  For round 1, 20 reps on bench press is the total, NOT 20 for each athlete.  The weight for the bench press should be 55% (L3), 35% (L2), or 25% (L1) of the teams combined body weight.

If there are an odd number of athletes, a third athlete should be added to a team, using the weight of two heaviest members, and beginning the descending (by 2) ladder at 30, as opposed to 20.
